Professional Experience
Anne Sampa is one of the Partners at TMS with over two decades of experience in which she has served as Legal Officer at the Ministry of Lands responsible for legal aspects in the administration of land & legal opinions in the land alienation system at the Lands Department. She also served as Senior Registrar of Lands & Deeds responsible for scrutinizing and registration of certificate of titles to land holders as well as approval of all forms of Deeds. While at the Ministry, she played a vital role in the formation & implementation of the Land Act, 1995.
Anne also previously served as Company Secretary at the Zambia National Commercial Bank Plc. Her role in the Bank was vital in the perfection of securities, provisions of various legal opinions in the banking and financial sector as well as ensuring that the Bank was at all times compliant with the Banking & Financial Services Act, the Companies Act, Securities & Exchange Act, and the Lusaka Stock Exchange rules and all other statutory requirements. She was also responsible for the administration and providing legal guidance to the Board of Directors of the Bank & played a vital liaison role between the Management of the Bank and the Board of Directors.

Anne holds a Bachelor of Laws Degree (LLB) from the University of Zambia and is currently enrolled with the Institute of Chartered Secretaries & Administrators (ICSA).
Anne is an Arbitrator and Mediator as well as a member of the CIArb United Kingdom and Zambia Branch. She is also a Commissioner of the Small Claims Court and is currently on secondment as Commissioner at the Civil Service Commission of the Republic of Zambia.
